PM Swamitva Yojana is a Central Sector scheme that seeks to survey rural inhabited areas through modern technology. Gram Swaraj Mobile App app is an initiative of the Ministry of Panchayati Raj. Through this app, the Ministry of Panchayati Raj will offer the Gram Panchayats a single interface to prepare and implement their Gram Panchayat Development Plan (GPDP).

The prime minister addressed the Gram Panchayats through a video conference. The PMO released an Official notification on Wednesday about this interaction with various Gram Panchayats. The National Panchayati Raj Diwas Prime Minister will launch a unified e-GramSwaraj portal and a mobile app to mark this occasion. It is also expected that the PM will also launch Swamitva Scheme (स्वामित्व योजना) on this day.

The PM Swamitva Yojana is to provide an integrated property validation solution to the country’s rural areas. Under this scheme, the demarcation of the inhabited land of the rural area will be done according to the latest surveying methods.

The Panchayats of the rural areas were expecting the launch of this scheme for a long time. The latest surveying method is Drone technology for the demarcation of inhabited land.

E-Gram Swaraj Portal & Mobile App 

On National Panchayati Raj Diwas, the Prime Minister of India, Narendra Modi, has interacted with the gram pradhan of various gram panchayats. As the Lockdown continues and people are to observe the Social Distancing, the PM has interacted with these gram panchayats through video conferencing.

With this interaction, PM has also launched the e-Gram Swaraj Mobile App app. You must be curious to know what this app is and how it will help gram panchayats improve their working methods. Here, we have compiled all the details related to this app. 

24^th April is celebrated as the National Panchayati Raj Day (राष्ट्रीय पंचायती राज दिवस) (NPRD) every year. On 24 April 1993, the institutionalization of Panchayati Raj was done. This amendment was introduced in the Constitution. With the 73rd Amendment Act, 1992 the institutionalization of Panchayati Raj came into effect. Since then, every year, 24th of April has been celebrated as National Panchayati Raj Day. On the occasion of this day, the PM talks with the Panchayat representatives from all over the country. On this day the officials recognize their achievements to empower and motivate them further.

This year, on the occasion of National Panchayati Raj Day, the e-GramSwaraj Portal and Mobile App were launched. The name of the portal is egramswaraj.gov.in. E-GramSwaraj Portal App Online

Along with the launch of the Gram Swaraj Portal the PM has also introduced the PM Swamitva Scheme. Under this scheme now it will be easy to map residential land ownership in the rural area of the country. This mapping will be done through modern technology like the use of drones. With the help of this scheme now it will become easy to have a record of the land and its owners. This step of the central government will cut down the number of disputes in rural areas on land.

When we look at the benefits of this scheme by the central government, we will have to understand this point that most people don’t have the papers of their land in a rural area. In this case, the chances of disputes get increase in rural areas. This scheme will fill this gap and make the people aware of their land ownership in rural areas.

To measure the land of every individual in the village, help from the drone will be taken. The drone will draw a digital map of the property that comes under the geographical limits of a village. With this digital map’s help, the people’s ownership will be finalized. To confirm the ownership, a property card will be prepared for every property in the village. These cards will be given to property owners and recognized by the Land Revenue Records Department as ownership documents.

Now, the property record of a village will be managed at the Panchayat level. The collection of taxes from the local landowners will also be done at this level only, and the collected money will be used to benefit the local area and people.

What is Gram Swaraj Portal/PM Swamitva Yojana

The launch of the e-gram Swaraj portal has been the talk of the town even before its launch. This project was launched by the Ministry of Panchayati Raj in India. When you go to the portal of Gram Swaraj, you will find a dashboard there. The Dashboard on the portal has the name of the state number of vouchers and the status of the payment.  With the help of this portal, it will be easy to look at decentralized planning, progress reporting & work-based accounting.

Here on the portal, you can find the number of created profiles. All the numbers will get updated by default as soon as a new profile is created on the portal. Here, the financial progress of different plans is easily visible. The number of approved GPDPs (Gram Panchayat Development Plans) and the geo-tagging initiated can also be traced easily from this portal.

The portal will also have a reports section. In this section, the visitors can see the Panchayat Profiles, Accounting, Planning and PFMS Dashboards, & the Supporting Documents section. The portal has the following report sections: Panchyat Profile, Planning, Accounting, and PFMS Dashboard. Currently, only, the Accounting and PFMS Dashboard are working on the portal. The rest two options will start working soon as the portal is launched today only.

E gram Swaraj app for gram panchayats and villagers has been released today. The app will soon be live in Google Play Store. You can download the app on your Android phone through Google Play Store.
