Assam Orunodoi Scheme 2022: Assam Government launched social welfare known as Assam Orunodoi Scheme 2022 for the benefit of the citizens of the state. It is a state government-funded scheme that was launched exclusively to provide financial assistance to the poor and needy citizens of the state. It is one of the main schemes among the 18 flagships schemes of the state government which are in operation in the state.

Assam Orunodoi Scheme was launched in 2020 by the State Government with an aim to provide financial support to underprivileged households. A fixed amount of benefit is provided to the beneficiary family. The first phase of the scheme has been successfully completed for the year 2020-2021 and now the State Government has announced a new budget of Rs.1800 crores for 2021-2022 FY.

Update: Assam Government has increased the amount of benefit provided under the Assam Orunodoi Scheme to the beneficiaries from Rs.850/- to Rs.1000/- from the year 2021. It has also made some other changes in the scheme. Check details below.

Assam Orunodoi Scheme 2022

Orunodoi Scheme is an important social welfare government scheme in Assam. It was introduced in 2020-2021 budget scheme in March 2020. The scheme was finally rolled out on 2nd October 2020 by the then Finance Minister Himanta Biswa Sarma. The implementation of the scheme in the state is carried out by the State Finance Department. The main objective of the scheme is to extend financial support of Rs.1000/- to every poor household of the state so that a minimum cash flow on a monthly basis can be ensured.

The benefit amount is transferred directly to the bank account of the beneficiary on a monthly basis. Initially, the benefit amount was Rs.830/- which has been increased from FY 2021-2022.

State Government has recently announced some new changes in the scheme for the Financial year 2021-2022. These are listed below-

  • Initially the total budget allocated for FY 2021-2022 is Rs.1800 crores.
  • One month in year will now be celebrated as Orunodoi / Arunodoi Month.
  • The amount of monthly assistance to each household has been raised from Rs.830- Rs. 1000/-.
  • From this year onwards, the logo of Orunodoi will be affixed outside the houses of the beneficiary. This will help easy identification of Arunodoi beneficiaries.

Beneficiaries are offered an amount of Rs.1000/- per family on a monthly basis. The financial aid is offered to beneficiaries so that they can procure all the basic requirements such as Sugar, pulses, medicine, fruit, vegetable, etc. The total amount is divided into several lots to procure these items. The table below shows the scope of the benefit provided to beneficiaries under this scheme. However, the distribution is as per the previous sum of benefits. Eligibility Criteria for Orunodoi Scheme

To become a beneficiary of this scheme, you must fulfill all the eligibility requirements. The state government has outlined several eligibility conditions which every applicant needs to fulfill before applying. Check out all the eligibility details shared in this section-

  • The beneficiaries of this scheme should be a permanent resident of Assam and should be currently living in the state
  • The beneficiaries are preferably the adult female member of the family. Therefore they must be having an active Bank Account. They should also remember that the details provided for Orunodoi scheme should be same as provided in bank account records.
  • Candidates who are not having a bank account in their name can open it before filling the application form.
  • The annual income of beneficiary family should be less than 2 lakhs. This annual income include income from all the sources.

Preferred Households-

During the Orunodoi application process, the implementing authority has identified some of the households, which are given priority. These households include-

  • Families where there are unmarried female head, widow, divorced female, separated female or any physically disabled member.
  • All the poorest of the poor households. It does not matter whether they come under the category of NFSA households or not.

Households that are excluded-

Apart from giving priority to certain households, there are also households which are excluded and will not be provided any benefit under this scheme. The details of excluded households are shown below-

  • As women empowerment is important part of this scheme, households without a female member are not considered.
  • Those who are member of any Panchayati Raj institution or any ULB (Urban Local Body) at present.
  • Former or current MPs or MLAs.
  • Households which are tax payer.
  • All the serving and retired employees of Central & State Govt., Ministries/ Department, Public Sector Undertakings, or any Autonomous body.
  • All the doctors, Engineers, Lawyers, Architects, CAs etc. excluded from this scheme.
  • Households having an agricultural land property of more than 15 bighas.
  • Households with Refrigerator, Washing machine, AC etc. are also not included under the scheme.
  • Household having a possession of tractor.
  • Households that have a four wheeler or mechanized boat are not included. Although, households having a two wheeler motor vehicle are included under the scheme.

Households falling under any of the aforementioned categories will not be able to get benefits under this scheme.

Documents Required

Applicants need to have all their documents ready with them at the time of application and verification. The list of all the required documents is provided below-

  • Aadhaar card of the applicant
  • A valid id proof of the applicant
  • Ration card
  • Proof of residence/ Domicile certificate
  • Income certificate
  • Bank passbook
  • Caste/ category certificate- if needed
  • Passport sized photo of the applicant/ family
  • other documents as asked by the concerned authority

Without the supporting documents, no application will be considered and no applicant will be provided benefit.

Orunodoi Scheme Assam Implementation Process

The success of a scheme majorly depends on its implementation process. To provide you more insights about the scheme, we have shared the step-by-step implementation process of the Orunodoi scheme here in this section below. You can have a quick look at it-

  • Scheme Launch
    The scheme was introduced in March 2020 in the budget session of FY 2020-2021. The official roll out of scheme took place on 2nd October 2020 by the state finance minister. The launch of the scheme was communicated to all the citizens of the state so that potential beneficiaries can be made aware about the scheme.
  • Identification and Selection of Beneficiaries
    The next step, after the launch of the scheme was selection of eligible households. It is done as per the operational guidelines issued by the Finance department and is carried out at Urban Local Bodies/VCVC/ Village Panchayat level. A checklist is prepared on the basis of which selection is performed in further stages.
  • Compilation at LAC level
    After identifying the potential beneficiaries, compilation of checklist is done at Legislative Assembly Constituency (LAC) level. This list is utilized in the next stage.
  • Prioritization of beneficiary list
    The checklist prepared as per LAC level is then be arranged according to priority criteria fixed by the department. This process of prioritization is done by the District Level Monitoring Committee (DLMC).
  • Submission of Application Form
    The shortlisted beneficiaries have to fill the application form. The Oronodoi Sahayak/ Facilitators at VCDC/ GP and ULB level perform the application process. The smooth functioning of the application process is ensured by the DLMC in each district of the state.
  • Display of Beneficiary List
    After application process, final list of beneficiaries is prepared. The beneficiary list/ status is updated online and communicated to all the beneficiaries through the official portal.
  • Beneficiary Validation
    The final beneficiary list is validated by the Assam Finance Department’s DPT Cell . An SMS is sent to the beneficiaries is any rectification in application form is required.
  • Disbursement of Benefit Amount
    once all the formalities are over and validation is done, benefit amount is transferred to the bank account of the beneficiary through the Direct Benefit Transfer (DBT) mode.

How to Apply for Orunodoi Scheme 2022?

The application process for this scheme is completely offline. Applicants are provided with a Detailed Application Form (DAF) which they have to fill by providing correct information. This DAF is made available in a pdf which is required to be downloaded and printed by the applicants. Now, the Finance department has also released an online portal for carrying out the activities of the scheme. You can also collect various details of the scheme through the Orunodoi official portal. Using the online portal, you can check the beneficiary list, log in, view status, raise complaints, submit grievances, etc.

  • Select the respective district from the drop down menu and enter your 7 digit beneficiary number in the respective block and proceed.
